Gary Gibson: Engineering Montgomerys $18-million upgrade since 1983by Su Clauson-Wicker Gary Gibson begins talking about his career as utilities director of Montgomery Countys Public Service Authority (PSA) humbly, as if perhaps being there is half the achievement. "Fifteen years ago, Montgomery County had the fastest growing operations in the state," he says. "I knew this was the place Id have a future when I left my job with the Buchanan County PSA." The easy-going Bluefield, W.Va. native may mention that the PSA no longer relies on annual appropriations from the board of supervisors, but has become self-sufficient on the revenue raised from running the utility systems the PSA created. He may even mention that he has worked hard to obtain state and federal monies to fund these water and sewer projects, but unless you ask him point blank, you wont find out his batting average is 1000.
